Billy F. Richard Jr. is a visionary entrepreneur and community developer whose work bridges social impact and real estate innovation. As President and Founder of Giant Steps Training Programs, Inc. (GSTP), Billy has built one of California’s most respected organizations supporting adults with developmental disabilities through vocational training, employment placement, and community integration. His leadership is defined by a commitment to creating pathways toward independence, dignity, and sustainable employment.Under his direction, GSTP has expanded its programs to include job development, supported living, and community-based day services, serving hundreds of individuals annually. Billy’s strategic vision has led to regional growth across California, with planned expansions into Arizona and Nevada, aligning GSTP’s mission with broader workforce and housing initiatives.In parallel, Billy serves as Managing Member of Lincoln Assets, LLC and 10811 Crenshaw Blvd, LLC, alongside Rene Richard, who plays a key role in the design, construction, and operational development of each project. Together, they oversee the acquisition, rehabilitation, and adaptive reuse of residential and commercial properties, transforming underutilized spaces into high-performing assets that support both community and business objectives. Grounded in hands-on building and rehab work, Devone began his journey in 1994 by purchasing his first property as a rehab project. That first house ignited a trajectory: he founded D.A. Richard Investments to oversee his own rehabs, launched Southern Pacific Funding to handle financing, and in 2013 earned his California broker license and founded Next Real Estate Advisors.
